ケロロ軍曹 (SGT.FROG in English) is a comedy manga series that started in 1999 and peaked in popularity in the mid to late 2000s. The series is about frog-like aliens who land on Earth to conquer it, with Keroro (the green one) being their leader.
This type of "dress up" gachapon set was also quite popular around that time, the gimmick being that each figure comes with an outer rubber body, allowing you to mix and match costumes between keychains.
